Addis Ababa, April 23, 2025 (ICS) — Leadership and members of the House of Peoples’ Representatives’ Standing Committee on Foreign Relations and Peace Affairs, alongside the Director General of the Immigration and Citizenship Service (ICS), Honorable Ms. Selamawit Dawit, and deputy directors, conducted a surprise joint field inspection at the institution’s headquarters and Addis Ababa branch to review the exemplary milestones achieved over the past two and a half years.
The committee highlighted that the transformations achieved during these reform years regarding regular and urgent passport issuance, visas, Ethiopian-origin ID cards, and other travel documents—as well as civil and family registration, and integrated border management via air and land checkpoints—are miraculous and serve as a model for other African nations.
Standing Committee members noted that resolving such complex, deeply rooted challenges and delivering such highly visible, noteworthy progress demonstrates Ethiopia’s inherent capability. They emphasized that the ICS serves as proof that “inherited debts can indeed be turned into opportunities.”
During their unannounced visit, members witnessed firsthand how a conducive working environment, targeted training programs, staff welfare initiatives, the strategic use of technology, and human resource capacity building have successfully brought the institution closer to the citizens seeking its services.
Honorable Ms. Selamawit Dawit expressed her appreciation for the Standing Committee’s oversight and visit, stating that such continuous monitoring and support are vital for sustaining the momentum and solidifying the ongoing reforms for future operations.
The delegation concluded that rescuing the public from systemic distress and redeeming the institution’s reputation to reach this exemplary stage reflects seamless leadership alignment and the effective execution of strategic plans. They certified that the institution is on a rapid trajectory of transformation, guided by the core principles of innovation and agility.
